steadily increasing in the U.S.A., she would have all her outstanding questions settled in the event of her being able to obtain in China a

commercial field for her products.

Japan, too

is in the same position as the U.S.A., and in addition to this, she is striving to absorb the Three Eastern Provinces, the control of which

means a solution of her population problem.

The Diplomatic Policies towards Foreign Powers are

given below :-

(A) To pay attention to the French attitude

towards the Eastern Mongolian Railway

(Harbin-Manchouli Railway).

(B) To carry on propaganda in U.S.A., with a

view to obtaining her recognition of the

Russian New Government, and of securing big

loans from her. To let U.S.A., realize

the magnitude of Russian power, which can

help her to greater development in China.

Thus U.S.A. will take the leading commercial

position among the nations in China, and

Russia will then seize her opportunity to

push on the Communistic work.

(c) Germany is an enemy to the Allies but a

friend to Russia. Therefore, she is

helping us.

(D) To crush Japan secretly.

Japanese

Imperialism is our enemy. The Three

Eastern Provinces are a base for our

propaganda, and should be made to belong to

Russia.
